Administrative/Biographical History

Responsibility for poorhouse hospitals and pauper lunatic asylums was vested in Parish Councils under the Poor Law Amendment Act of 1845 and later legislation. In Glasgow there were initially four parishes created under the 1845 Act: City, Barony, Govan and Gorbals. Govan absorbed Gorbals in 1873. City and Barony were united in 1898. Responsibility for infectious diseases hospitals rested with the Corporation which was also responsible for the city’s water supply, cleansing and a range of other public health functions.

The Local Government (Scotland) Act of 1929 combined responsibility for public health and municipal hospitals. Glasgow Corporation thus became responsible for both whilst the Parish Councils were abolished. In 1948 the Corporation lost the hospitals to the new National Health Service and in 1974 lost the bulk of its public health functions. Most of the administrative records of Glasgow Corporation and of the other l ocal authorities which had a role in health care in Glasgow are now in Glasgow City Archives.
